BORACAY ISLAND, Aklan – Land claimants and occupants on Boracay Island will hopefully have their prized properties titled soon after the Department of Environment and Natural Resources (DENR) on Friday announced the start of the cadastral survey on the island.

In a meeting with business owners and property claimants here Friday night, Environment Secretary Joselito Atienza Jr. said the survey would be the basis for the issuance of titles for areas classified as alienable and disposable.

The field survey, which will start on Monday and cover the whole 1,032-hectare island, is expected to be completed in five months.

Only about a third of the land in Boracay have titles while the rest are being occupied through tax declarations after the world-famous island resort was declared government property.

Atienza said the survey was in line with the Supreme Court ruling on land ownership on the island.

In a ruling on Oct. 8, 2008, the Supreme Court affirmed Proclamation 1064 issued by President Macapagal-Arroyo on May 22, 2006.

The proclamation classified 628.96 hectares, or 60.94 percent of the 1,032-hectare island, as alienable and disposable on the premise that the whole of Boracay is government property. The proclamation also provides for a 15-meter buffer zone on each side of the center line of roads and trails, which are reserved for right of way and which shall form part of  the area reserved for forest land protection purposes.

Land claimants and owners who have invested hundreds of millions of pesos for decades on the island expressed fear of losing their properties to other investors because of the proclamation and Supreme Court ruling.

But in Friday’s meeting with property claimants, Atienza assured those with legitimate claims and investments that their rights would be respected.

“We want to substantially comply with the Supreme Court ruling but will not drastically affect businesses and investments,” Atienza said.

Atienza said titled lands would be respected in the titling of properties while those covered by tax declarations would be reviewed to check when and how the declarations were acquired.

He also announced that the DENR has formed a new task force to handle land titling and other concerns in Boracay.

The task force, headed by Demetrio Ignacio Jr., environment undersecretary for policy and planning, will coordinate with an 11-member committee of Boracay stakeholders on the implementation of the survey and land titling.

The committee includes representatives of the Boracay Foundation Inc. and the Boracay Chamber of Commerce and Industry.”

DOT reports 4.01% increase in Boracay tourist arrival

ILOILO CITY, March 28 (PNA) – The Department of Tourism (DOT) Regional Office 6 has recently reported an increase of 4.01% in the tourist arrival of the pristine Boracay island in Aklan province for the months of January and February 2009.

The DOT regional office headed by Director Edwin Trompeta further reported that the increase was obtained because of the total registered arrival which is 99,939 as compared to the figure for the same months last year which was 96,085.

The biggest contingent of foreign tourists who have come to Boracay island is still the Koreans with a total of 11,174 followed by the Chinese with 7,719, Taiwanese with 2,987, and Americans with 2,864 during the 2 previous months.

Tourists from Hong Kong totaled 1,608; Australia 1,186; Germany 1,154, and United Kingdom, 1,113.

There were also domestic and overseas Filipinos who have visited Boracay.
The total receipts generated by the tourists in the resort island amounted to P1,837,218.612.60 for the months of January and February. (PNA)

Condo Hotel Investment Trends – Invest in Boracay Island

Condo hotels are one of the hottest products in today’s real estate market. New properties are cropping up in different parts of the country and new buyers are entering the marke daily. Things have been moving so quickly in terms of condo hotels, but sometimes it’s worth taking a moment to step back and look at the big picture.

Condo Hotels In General: There is a spreading enthusiasm about the condo hotel concept. More people are recognizing its potential and therefore creating demand for more inventories.

Condo Hotel Buyers: The average buyer is 35-50 years old. Buyers for Crown Regency Condo Hotel, come from all over the world.

The vast majority of buyers want condo hotel units primarily as investments and are focused on the potential for appreciation with the side benefit of hassle-free ownership. The Platinum, a 255-unit property in Las Vegas, also sold out in just a matter of a couple months. Brief background on Boracay

Boracay is a tropical island conveniently located at the northwestern tip of the Province of Aklan. Boracay is a coral island with a total land area of 1,083 hectares. This incredible island is 7 kilometers long, 0.5 kilometers at its narrowest and 2 kilometers at its widest, laced with a beautiful stretch of beach 4 kilometers long that is known for its powdery white sand unequaled not only in the Philippines, but anywhere else in the world.

Boracay is composed of 3 barangays in the Municipality of Malay which has a local population of about 13,000 whose main source of livelihood is tourism. The island was declared a tourist zone in 1978 and tourism development has expanded rapidly since that time.

Boracay is the Philippines number one tourist destination. The average yearly increase in tourist arrivals from 1998 to 2007 has been about 20%.

The Selling Process: A lot of properties take reservations of more than half the total project long before they’ve even prepared their purchase contracts. This means that many of the best units are reserved months before any money changes hands and often before even the first spade of ground has been turned over. Those early investors are seeing some amazing appreciation on their investments.

Prices: Like anything for which there is more demand than supply, prices keep going up, up, up. Developers often raise their prices 3-5 times from when they start selling until they sell out.

Developers are no longer discounting prices at the beginning of the selling process when they are anxious to get a few sales under their belt. This used to be common practice; it is no more because demand is so great.

There are sometimes, however, some price adjustments made at the very tail end of the sellout phase when developers want to close out their property and move on to their next project. Generally speaking, with regard to price, the best time to get in is usually early on in the first pre-construction offering.

Quality: Most condo hotels being built are of four- to five-star quality. The reason is two-fold: 1) There is demand for the types of services provided by four- and five-star properties, and 2) Oceanfront land is so costly that it makes more sense for the developer to put in a luxury property with units that he can sell at a premium price rather than lower priced units. Advice to New Buyers: How can buyers choose a condo hotel unit that will be a good investment? It’s best if they can work with a real estate broker who specializes in condo hotels and can make them aware of all products on the market. Aside from that, they should look for the following elements:

Location: Real estate is all about location. Beachfront properties in South Florida and Boracay Island have done exceptionally well in recent years. Their appreciation has been significant. If you prefer a property that is not on the ocean, it’s a good idea to select one in an area where you can expect to have business driven to your property, such as near a major convention center or in Downtown Miami near the financial district.

Management Company: Compare the management companies and their rental sharing program. You will likely feel more comfortable investing your money in a condo hotel with an experienced, top-notch management company vs. an independent operator. Also, it’s worth noting that an established management company does worldwide marketing and likely has a state-of-the-art reservation system that will help ensure your unit is rented as much as possible.

“Condotels,” also known as “condo hotels,” are typically condominiums in resort or famous tourist destinations. A condotel looks and feels to visitors like a hotel or resort, but in these resorts, individuals have the opportunity to purchase individual units. Unlike a timeshare, where buyers pay for limited use of a resort, buyers of a condotel own their residence outright and can stay in it, rent it out, or sell it according to their own wishes. In these communities, in-house management companies rent out the units on behalf of their owners in exchange for a percentage of the rental income. Condotel owners and their renters often have use of the resort’s amenities, such as concierge, fitness and spa services. Whether an owner can use the amenities while a renting guest is staying in the unit depends on the rules of the particular condotel development.

Owning a condotel differs from buying and managing a condo in several respects, says the Vice President of Fuente Triangle Realty Development Corp.

Unlike typical condos built by multifamily housing developers, condotels are often developed by hotel and resort companies — such as Crown Regency Hotel Chain nationwide. The price you pay for a unit may be substantially higher than that for a “regular” condo.

Boracay condotel price is going up?

“Gianzon said the project continues to sell despite negative reports because people know that the development is guaranteed to earn “unprecedented income.”

AMID the controversy surrounding its construction, the resort hotel project on Boracay Island by a Cebu-based developer continues to sell.

The Boracay Crown Regency Resort Hotel is so popular among buyers that J. King and Sons Co. Inc. raised the price per unit of the project last week, despite allegations that the development sits on a wetland and should not be allowed to continue.

The P2-billion Boracay Crown Regency Resort Hotel project will involve the construction of four hotel and condotel buildings, a convention center and two 800-square-meter swimming pools. The project will supply 457 additional rooms in Boracay and will reportedly create 600 jobs for local residents.

Strong demand
“We based the price on demand. Since there is strong demand, we just raised the price (per unit in Boracay) by P1 million,” said Jose Ma. H. Gianzon, vice president for sales and marketing of Fuente Triangle Realty Development, which is tasked with the marketing of J. King and Sons’ properties in Cebu and Boracay.

With the increase, the cheapest unit at the Boracay Crown Regency would be P5 million.

Gianzon said the project continues to sell despite negative reports because people know that the development is guaranteed to earn “unprecedented income.”

He said following the negative reports, many people called up the company. “We had the chance to explain to them,” he added.

He said the cheapest unit at Boracay Crown Regency was priced at P3 million at the start of the pre-selling stage.

“The (sales) exceeded our expectations. Because of the velocity of sales, we increased it to P4 million … and now to P5 million. We expect more sales,” he said in an interview last week, following a press conference Thursday where J. King and Sons Inc. chairman Richard King announced that the company will file graft charges against Department of Environment and Natural Resources (DENR) officials who have blocked the project.

Irregularities
In the press conference, King alleged there were “inconsistencies and irregularities” in the way DENR officials conducted an inspection of the project site, which resulted in the issuance of a cease and desist order in February this year.

CEBU-BASED Fuente Triangle Realty Development Corp., developer of Crown Regency Resort and Convention Center, will build a wastewater treatment plant using the latest ultrafiltration technology in Boracay.

Estimated to cost P20 million, and the first of its kind on the island, the treatment plant by Asian Industry Inc. will feature the most cutting-edge sequenced batch reactor-process (SBR-MBR) technology. The facility is designed to purge wastewater of impurities, viruses and bacteria, producing water with “swimming pool quality” as certified by European standards.

The technology will produce water without any trace of e. coliform bacteria and very minimal chemical content, making it compliant with the regulations set by the Department of Environment and Natural Resources (DENR). The treated water can be used for irrigation, flushing toilets or can simply be discharged back to the sea.

“Boracay is no stranger to environmental issues. As developers, it is our corporate social responsibility to preserve the beauty of a world-class tourist destination like Boracay and maintain or improve the quality of life of its constituents,” Fuente Triangle chairman and chief executive officer Richard King said. 

“Hence, there is a need to invest in new technology that would address environmental concerns with long-term and beneficial solutions so that it becomes a win-win situation for us and for the community,” he added.

Fuente Triangle is a subsidiary of J. King and Sons Company Inc. It is currently constructing Crown Regency Resort and Convention Center in Central Boracay.
The construction of the hotel and the wastewater treatment plant is set to be completed in 2010.
